Contract Administrator
1. Title: Contract Manager
a. Status: Full Time (Salary)
b. Schedule: 0900hrs – 1730hrs, M-F
c. Location: Hybrid (Remote 80+%), Aberdeen, MD 21001

2. Position Description:
a. The Contract Manager will provide full life cycle, strategic contract administration, leadership, and support to our Department of Defense (DoD) customers. They will negotiate and administer contracts with the U.S. government and subcontracts with large and small business Prime contractors. Additionally, they will negotiate full contract lifecycle documentation from non-disclosure agreements (NDAs) and Teaming agreements, relationship development, and management with customers’ acquisition teams, and contract close out actions.
3. Key Duties and Roles:
a. Manage support and processing of Purchase Orders and Contract Transactions (Pre & Post Award), Sales Agreements, Product Supply Agreements, Non-disclosure Agreements (NDAs), Representations & Certifications (Reps & Certs), and Close-Out oversight
b. Analyze, prepare, and negotiate contractual agreements such as Teaming, Non-Disclosure, Memorandum of Understandings/Memorandum of Agreements, and other binding agreements as the company opportunity presents
c. Manage a contract portfolio of various contract types, complexities, and size
d. Review Sources Sought, draft & final release Requests for Proposals (RFPs), and participate in preparing compliant proposal responses
e. Identify and mitigate contractual risks
f. Confirm compliance with applicable legal/regulatory requirements, company policies, and industry best practices
g. Ensure project compliance with government contracting requirements
h. Manage the start-up and close-out process for all assigned projects
4. Basic Qualifications:
a. Bachelor’s degree in a related discipline
b. 3+ years of experience with contract administration, negotiations, and proposal preparation
c. Experience with various contract types, including fixed-price, time and material, cost reimbursable, general service administration schedules, and their proper use
d. Experience with organizational conflict of interest terms and mitigation plan
e. Experience with reviewing terms, conditions, and statements of work (SOWs) for areas of risk and risk mitigation in accordance with company procedures and establishing agreement with small business Prime contractors and small business administration’s small business subcontractor rule
f. Experience monitoring contracts/subcontracts of increasing complexity and value
g. Knowledge of Federal Government contracting and contractor performance assessment reporting system, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), Other Transaction Agreement (OTA), and agency supplements
5. Preferred Qualifications
a. Master’s degree in related discipline
b. 7+ years of experience with contract administration, negotiations, and proposal preparation
c. Possession of excellent written communication, analytical, and client relationship skills
d. Experience in creating and maintaining Excel spreadsheets
e. Experience working within a Contract Lifecycle Management tool such as SAM, Fed Bid Speed, etc.
